She was born on September 27, 1975, in Pittsburgh, to William and Donna (Ivanovich) Palmer.
Jennifer was the beloved companion of Roberto Santiago and a devoted mother to her sons, Roger, Quincy, and Nick Blackwell. She was a loving sister to William Palmer and a cherished daughter to her parents.
Jennifer had a deep passion for music and found joy in playing the piano. More than anything, her heart was with her family—she loved them fiercely and unconditionally.
Funeral services will be private.
